Teenage Parents

I was watching a programme last week called The Hospital, that week it was about teens mums. I was really shocked by what I saw, there was a 17 year old girl on the programme who was still heavily smoking and wanted a baby from the age of 13 because "when you're 13 its a fashion to have a baby". Her and her boyfriend decided to have a baby after being together for a month because they wanted one. The girl wouldn't listen to any advice the midwife or doctors gave her, with the midwife saying all the teen parents she meets all have attitudes and don't want to listen to anything they are being told. It's disguising. The UK has the highest rate of teen pregnancies, what exactly is the government doing to prevent this?
